What are UTM parameters

UTM parameters are tags at the end of a URL after the question mark. The page stays the same, but Google Analytics sees where every visitor came from: which ad, social post or email.

Technically yes, but in a URL they turn into long sequences like %D0%B0 and often show up as duplicates in reports. The builder transliterates them to Latin automatically — you can switch that off.
